PURPOSE: Provided is an anti-fouling agent for aquatic fouling organisms, which uses an anti-fouling compound having low toxicity instead of highly toxic tin compounds, and thus is environmental-friendly. CONSTITUTION: The anti-fouling agent comprises a compound of formula 4, wherein X" is nitrogen or C-Y", in which Y" is NH2, NO2, SO3H, CHO or COOH; and R' is a C1-C20 hydrocarbyl or alkoxy, with the proviso that when Y" is NH2, NO2 or CHO, R further represents H. The anti-fouling agent is applied in the form of an anti-fouling composition comprising 3-70 wt% of the anti-fouling agent, and 70-5 wt% of a binder resin and diluent.
