PROBLEM TO BE SOLVED: To provide a method and equipment for degrading persistent organic matter in which Fe<SP>3+</SP>contained in raw water is reduced to Fe<SP>2+</SP>and utilized by circulation in a system and persistent organic matter is degraded by oxidation by a Fenton reaction. SOLUTION: Raw water containing persistent organic matter and Fe<SP>3+</SP>is fed into a reduction treatment/Fenton oxidation section provided with an immersed noble metal-containing catalyst, the Fe<SP>3+</SP>is reduced to Fe<SP>2+</SP>by contact with the catalyst and gaseous hydrogen, hydrogen peroxide is added to the reduction treatment/Fenton oxidation section, where the Fe<SP>2+</SP>is oxidized by a Fenton reaction and a hydroxy free radical is generated. The persistent organic matter in the reduction treatment/ Fenton oxidation section is degraded by oxidation with the generated hydroxy free radical, and the liquid in the reduction treatment/Fenton oxidation section is supplied to a UV reaction section. The persistent organic matter in the UV reaction section is then degraded by dechlorination, UV oxidation or a radical reaction under irradiation with UV from a UV lamp disposed in the UV reaction section, and the Fe<SP>3+</SP>- containing liquid in the UV reaction section is circulated to the reduction treatment/ Fenton oxidation section.
