PROBLEM TO BE SOLVED: To provide a paper ashtray free from the problem of fire hazard and effective for facilitating the maintenance of the ashtray and reducing the maintenance cost. SOLUTION: An incombustible foamed material 2 is extracted from a device 5 containing the foamed material and heaped on a paper ashtray 1 to solve the problems of the fire hazard of cigarette and the maintenance of the ashtray.
