PROBLEM TO BE SOLVED: To provide a foreign matter treating system and an apparatus capable of reducing a running cost. SOLUTION: A water level gauge for a high level 63 of a controlling instrument 50 gives information regarding the water level of water to be treated flowing in a water passage 10, and controlling a capacity of a scraper 78 into reduction by a controller 51 of the controlling instrument 50 based on the information regarding the water level allows a power required for driving the scraper 78 to be reduced.
