A data network (100, 200, 300) for dynamically delivering data content to a client (112), includes a core network (110); a server (150) having data content stored therein; and a plurality of distributed delivery members (130, 140) to facilitate communication to the client (112). In response to receiving a data content request from the client (112) a tracker (155) requests a number of subtrackers (135, 145) to calculate a network distance from a respective delivery member (130, 140) to the client (112) to determine a preferred candidate delivery member (130, 140) to deliver the requested data content to the client (112). In this manner, an improved QoS-based data content delivery mechanism is provided that reduces network latency and is preferably adaptable to network loading. <IMAGE>
