PROBLEM TO BE SOLVED: To securely perform full cutting-off for tubes, which are difficult to cut off, without increasing cutting-off torque. SOLUTION: When a medium is identified to be a tube, a notch is first formed by carrying out half cutting-off by means of half cutting-off means for a position to be fully cut, and after the medium has been carried until the notched position has arrived at full cutting-off means, full cutting-off is carried out for the notched position by means of full cutting-off means.
