PROBLEM TO BE SOLVED: To provide a device for treating turbid water in coal storage yard which has a simple device constitution, is easily operated, is contaminated with no drug component and can obtain purified treatment water and sludge which are effective as resources and to provide a treatment method thereof. SOLUTION: This treatment device is provided with an electrolytic bath 31 which electrolytically purifies the turbid water A in coal storage yard discharged from the coal storage yard storing coal and a filtration device 41 which filtrates the electrolytically purified water B which is obtained in the electrolytic bath 31. Otherwise, this purification device is provided with a concentration device 51 which concentrates the sludge removed in the electrolytic bath 31, a dewatering device 56 which dewaters the sludge C concentrated by the concentration device 51 and a dewatering device 61 which dewaters the sludge H separated by the filtration device 41. In this purification method, the turbid water A in coal storage yard is subjected to treatment under the non-existence of drug, the gained purification treated water G is reused as water resource, the sludge is subjected to dewatering treatment and the dewatered sludge E, H is reused as a coal resource.
