PROBLEM TO BE SOLVED: To continuously hydrate and dissolve even highly viscous powder difficult to be hydrated and dissolved. SOLUTION: The powder supplied from a hopper 1 is widely distributed by the vibration of a mesh umbrella 5 of a screening apparatus 3 and continuously falls down and flows in a dissolving drum part 7 and water is continuously distributed and discharged shower-like in a direction crossing the falling and flowing direction of the powder by a water supply apparatus 8. By distributing and discharging the water shower-like to form fine water drop flow, the surface area of water is remarkably increased and the falling down and flowing powder is blown off in a direction crossing the flowing direction by water pressure to be accelerated to be formed into single particles. Then, the contact chance and the contact surface area of the water with the powder are remarkably increased and even the highly viscous powder difficult to be dehydrated and dissolved is hydrated and dissolved at a moment to enable to continuously manufacture a hydrated dissolved material.
