PURPOSE: A compatible device in an MGCP(Media Gateway Control Protocol)-based gateway system is provided to support compatibility for various MGCs, so as to implement a gateway independent of message flow of MGC characteristics and independent of a message encoding method of the MGC characteristics. CONSTITUTION: An MGCP stack(21) processes MGCP commands. An event handler(22) arbitrates delivery of an event or a signal between a CMP(Central Management Process) and an MG(Media Gateway). An endpoint manager(23) maintains a state machine of an MG, and changes the state according to MGCP messages delivered from MGCs. Also, the endpoint manager(23) decides whether to deliver an event or a signal for an endpoint centered on a corresponding state. A message encoder(24) is a module that processes a message encoding system. The endpoint manager(23) is implemented within a range of maintaining MGCP characteristics of semantic. And the message encoding is defined for setting of the encoding system in a gateway system.
