PURPOSE: An apparatus is provided to improve quality of a cold rolled strip and to prevent an accident of a worker by preventing the cold rolled strip from being erroneously painted while automatically removing defects. CONSTITUTION: A dull mark preventing apparatus includes a defect detecting section, a defect removing section and a cleaning oil feeding section. The defect detecting section has a fixing base(5e) coupled to a base(5f), a serve motor base(5g) moving along a guide(5a), a serve motor(5b) installed on the serve motor base(5g), a rack gear(5c) engaged with a pinion gear at a lower portion of the serve motor(5b), and a laser sensor(5) installed at a front of the serve motor(5b). The detect removing section has a screw(3b) connected to a driving shaft of a serve motor(3c), a first moving base(4) moving along a first guide(3a), a second guide(4a) installed at an upper portion of the first moving base(4), a loadless cylinder(4b), a second moving base(7d) moving along the second guide(4a), upper and lower silk rolls(6,7) installed on the second moving base(7d), and a compress sponge coupling roll(8) having a cleaning oil spraying pipe.
