PROBLEM TO BE SOLVED: To provide a power measuring instrument by which rowing technique and a rowing force are grasped, the problems are definitely identified and data for contributing to the enhancement is provided in a power absorbing device for a boat race event. SOLUTION: A sensor is independently arranged by which the amount of movement of a hauling cable to give the power of the power absorbing device and the amount of movement of a seat base are outputted. The movement of a human body is grasped from the two kinds of data. Then instrument is provided with a function for deciding whether the rowing force is effectively obtained in 'the aspect of rowing' or not by grasping the two kinds of data, i.e., tension to be added to the hauling cable and a load on the seat base. A sensor for outputting a reactive force in a front and rear direction on the power absorbing device is independently arranged. Then the instrument is provided with a function for deciding whether the efficient 'aspect of rowing' without loss and a 'aspect of preparation' with the minimum boat speed attenuation are obtained or not.
