PURPOSE: A system for issuing and transmitting certificates using the Internet and a method thereof are provided to receive various kinds of certificates using a terminal regardless of time or place. CONSTITUTION: A user(100) requests to issue and transmit a certificate. A certificate issuing institution(300) issues and transmits the certificate. An emulation system(200) intermediates between the user(100) and the certificate issuing institution(300). An authentication institution(400) issues and manages the certificate and signatures of the user(100) and the certificate issuing institution(300). An accounting center(500) processes a commission according as the certificate is issued. The user(100) is connected to the emulation system(200) through the Internet. The emulation system(200) is connected to the certificate issuing institution(300) through the Internet. The authentication institution(400) and the accounting center(500) are connected to the emulation system(200) or the certificate issuing institution(300) according to authentication or accounting processing systems.
