PURPOSE: A method for manufacturing non-oriented electrical steel sheet with low iron loss suitable for use in the manufacture of iron core such as motor and transformer is provided. CONSTITUTION: The method includes the steps of hot rolling a steel slab comprising 0.006 wt.% or less of C, Si 2.0 to 3.5 wt.%, 0.4 wt.% or less of Mn, 0.01 wt.% or less of P, 0.005 wt.% or less of S, Al 0.25 to 2.5 wt.%, 0.003 wt.% or less of N, Sn 0.01 to 0.20, Ni 0.05 to 1.5 wt.%, Cu 0.01 to 0.5 wt.%, a balance of Fe and incidental impurities; coiling the hot rolled steel sheet at less than 750°C; annealing the hot coil at 700 to 1050°C for 10 sec to 10 hrs, followed by pickling; either cold rolling the steel sheet or cold rolling the steel sheet twice including process annealing; annealing the cold rolled steel sheet at a temperature elevation rate of 5 to 25°C/sec; and annealing it again in the temperature range of 900 to 1100°C for 10 sec to 5 min.
