PURPOSE: A method and a device for operating a lottery ticket style bidding on the network are provided to realize the clarity and the capital guarantee of the fraternity by organizing a fraternity service on a web server and operating the fraternity with a bank commonly, and to induce an interest through drawing. CONSTITUTION: A user terminal(10) enables the user to select and join in the proper fraternity goods. An operation server(20) of a fraternity operator offers the fraternity goods information through the Internet network. A database(30) stores the fraternity operator information, the fraternity member information, the fraternity goods information, the paid money particulars, an ID number, the drawing result particulars, and the prize particulars inputted through the operation server(20). An affiliated bank web server(40) carries out the opening of a paid money account and a process of the pain money and the prize money. The operation server(20) comprises a fraternity member registration processor(210), a paid money processor(220), an ID generator(230), a number drawing part(240), and a prize processor(250).
