<P>PROBLEM TO BE SOLVED: To provide a liquid organic fuel using a solid electrolyte film (18). <P>SOLUTION: Organic fuel such as methanol/water mixture passes and circulates through an anode (14) of a battery, and another side, oxygen, or air passes and circulates through a cathode (16). As for the electrolyte film of the battery, making it from Nafion (trademark) is desirable. Moreover, an improving method of the performance of a carbon electrode structure is also provided. That is, it is the method of making the carbon particle/Teflon (trademark) binder-bond structure of a large surface area immerse into Nafion/ methanol bath, to carry out the impregnate of Nafion (trademark) to an electrode. In the producing method of the anode of this fuel cell, a metal alloy is made to deposit on the electrode from the solution containing perfluorooctanesulfonic acid.
