<P>PROBLEM TO BE SOLVED: To provide an interleaver which can be manufactured and packaged at low cost. <P>SOLUTION: The interleaver contains a circulator (32) which changes the direction of an incident wavelength-division-multiplexing (WDM) signal (21) from the first signal media (11) to the second signal media (34). The second signal media (34) has a grating portion (35) which reflects a part (39) of the WDM signal (21) toward a circulator (32).
