PROBLEM TO BE SOLVED: To make a band and the number of channels variable and to maintain broadcast and multicast functions with an easily realizable circuit configuration with respect to an interface device 100 connecting a packet multiplex network and a time division multiplex channel network different in multiplex system and a network device. SOLUTION: An address table stores a destination address, a broadcast identifier, a group identifier and a port identifier uniquely indicating a virtual concatenation channel sending out packets in correspondence. On the basis of the address table, a tag generation part of an extension header terminating part 10 adds the broadcast identifier, the group identifier and the port identifier to the received packet and sends it out. A time division multiplex part of a frame processing part 20 which receives the packet performs mapping to the virtual concatenation channel corresponding to the port identifier and broadcasts or multicasts the packet corresponding to the broadcast identifier and the group identifier.
