PROBLEM TO BE SOLVED: To provide a rubber flexible pipe and a manufacturing method therefor in which a formation of a flexible reinforcement layer is possible, a cord is approximately endless, and end part of the cord which is not covered by a rubber is hardly generated, a processing of a cover rubber is not required, a part of an irregular shape such as a projection or the like can be processed to a uniform arrangement of the cord and a uniformity of an arrangement of a reinforcement fiber and strength is high. SOLUTION: The rubber flexible pipe has an inner side rubber layer, an outer side rubber layer and a fiber reinforcement layer and in at least one layer of the fiber reinforcement layer, one cord is folded back and continuously provided at the end part of the reinforcement layer. The fiber reinforcement layer is formed by a reinforcement layer forming step that a stopping mono-cord manufactured by covering an unvulcanized rubber composition on one cord is continuously used.
