PROBLEM TO BE SOLVED: To provide a network control table which lies between an operating system (OS) and a program and is used unitarily for system structuring, system development, system management, system maintenance, or system operation, and a system development method and system management method which use the network control table. SOLUTION: Disclosed are the network control table having a 1st network control table and a 2nd network control table, having a main key corresponding to a 1st subkey of the 1st network control table, which lie between an operating system (OS) and a program and are divided by functions (object) used unitarily for system structuring, system development, system management, system maintenance, or system operation, and the system development method and system management method which use the network control table.
