PURPOSE: To prevent a malfunction of an IC in an IC card by providing a short break detecting circuit. CONSTITUTION: When a reset signal/RESET is 'L', a flip-flop circuit FF1 holds '1' and a flip-flop circuit FF2 holds '0'. When the reset signal/RESET becomes 'H', the flip-flop circuits FF1, FF2 fetch data by being synchronized with a clock signal CLOCK. When power potential returns again after short break occurs, pieces of data of the flip-flop circuits FF1, FF2 mutually become the same value. An output signal of an exclusive OR gate circuit Ex-OR1 becomes 'L' and held in a flip-flop circuit FFC. Consequently, a short break signal INT becomes 'H'.
