<p><P>PROBLEM TO BE SOLVED: To provide an optical element which utilizes an electro-optic effect of lithium niobate, has a short element length and has a low driving voltage. <P>SOLUTION: The optical element 1 has a lithium niobate crystal substrate 11 with a stoichiometric composition.
