PROBLEM TO BE SOLVED: To prevent audio data from not synchronizing with the video data in the case of splicing. SOLUTION: In the case that a head GOP 82 of a video stream of a second program is spliced to a final GOP 81 of a video stream of a first program and a head GOP 92 of an audio stream of the second program is spliced to a final GOP 91 of an audio stream of the first program, a deviation amount PTS<SB>-</SB>FS required for synchronization between the video data and the audio data after the splicing is calculated by each GOP and the result is recorded on a recording medium. In the case of performing splicing processing, a deviation amount PTS<SB>-</SB>FS<SB>-</SB>SPLYCE in the case that the GOP 92 is spliced as it is to the GOP 91 and the read PTS<SB>-</SB>FS are utilized.
