PROBLEM TO BE SOLVED: To reduce the size of additional data when separating encoded original data into audition data and additional data.

SOLUTION: The content encoding device is provided with a conversion part 51 for converting an audio signal D1 into a spectrum signal, a signal component encoding part 52 which separates a tone component signal meeting a first condition, which includes at least prescribed first frequency range information, from the spectrum signal D2 and normalizes the separated tone component signal and quantizes the normalized tone component signal by frequency components, and a code sequence generation part 53 which generates a code sequence D4 from an encoded signal D3 consisting of quantized signal components, normalization coefficient information, and quantization precision information. The content encoding device separates normalization coefficient information meeting a second condition, which includes at least prescribed second frequency range information, from the code sequence D4 generated by the code sequence generation part 53.
