PROBLEM TO BE SOLVED: To provide a high-reliability wiring board in which a resistance across a via conductor and a land or across the via conductor and a wiring layer is hard to increase and in which a disconnection is hard to generate. SOLUTION: In the wiring board 100, the central axis C2 of a via hole 121 does not agree with the central axis C1 of a through hole 111, and the central axis C2 of the via hole 121 is included inside the through hole 111. The connection position R of the wiring layer 132 to a via land 131 is situated on the side of the central axis C1 of the through hole 111 from the central axis C2 of the via hole 121. Especially, the connection position R of the wiring layer 132 to the via land 131 from among a peripheral edge 121f on the side of the via land 131 of the via hole 121 is arranged in such a way that a connection-side via-hole peripheral edge part 121d as a part situated at the outside in the radial direction of the via hole 121 is crossed with the central axis C1 of the through hole 111.
