PROBLEM TO BE SOLVED: To provide an on-vehicle navigation system that can obtain an optimum recommended travel route. SOLUTION: A static estimated travel time between two points based on road network information recorded in a map database device 16 is determined every route by a static estimated travel arithmetic part 28. A dynamic estimated travel time between the two points based on real-time traffic information received from a receiver 15 is determined every route by a dynamic travel time arithmetic part 27. Then the difference between the static estimated travel time and the dynamic travel time determined every route is determined by a route arithmetic part 29, and a route with the minimum difference is considered as a recommended travel route between two points.
