PROBLEM TO BE SOLVED: To provide a video information recording and reproducing apparatus 1 that can reproduce video image without intermission in the case of reading video image recorded in a recording medium such as a hard disk drive unit 2 so as to consecutively reproduce the video image. SOLUTION: This invention provides the video information recording and reproducing apparatus 1 that deploys file information (file system) in a plurality of separated areas in a plurality of recording media or a single recording medium on a memory 7 accessible at a high-speed in the unit of a plurality of areas in each recording medium and references the deployed file system to execute file management.
