PROBLEM TO BE SOLVED: To provide an intake controller for an internal combustion engine which eliminates influence of adherent matter, even if the adherent matter to the throttle valve downstream side exists, to smoothly operate the throttle valve, and controls an intake amount in a low opening range with high accuracy. SOLUTION: In this throttle valve device, a body 1 with an intake passage is rotatably installed with the throttle valve 5. The throttle valve 5 has a first peripheral edge 5a on the rotating side to the upstream side of the throttle body 1, and a second peripheral edge 5b on the rotating side to the downstream side of the throttle body 1. The body 1 has a wall face of the spherical intake passage facing the first peripheral edge 5a of the throttle valve 5, and a wall face of the cylindrical intake passage facing the second peripheral edge 5b of the throttle valve 5.
