<P>PROBLEM TO BE SOLVED: To allow a provider to surely distribute up to a preset quantity, and to prohibit the distribution more than that in a control server for controlling the distribution of the digital contents. <P>SOLUTION: A quantity information acquiring part 34 acquires a number limiting value registered from a dealer 1 (S100). A providing information forming part 36 forms a home page for distributing a ticket to a user 7 up to a quantity of the number limiting value. A providing information transmitting part 40 transmits home page data to a printer 50. When an output request accepting part 42 accepts a ticket buying request, an accounting processing part 46 executes accounting processing. A content data transmitting part 44 transmits ticket data to the printer 50 (S122), and indicates so as to print and output a ticket of a buying quantity (S124). The printer 50 prints and outputs the ticket of an indicated quantity (S124).
