PROBLEM TO BE SOLVED: To reduce occupancy of a line performing packet transmission and to improve band utilization efficiency of a packet.

SOLUTION: In the case that VLAN set by a plurality of VLAN identifiers V11, V13 and V15 is present at physical ports P1 of I/F of routers 10 and 11 connected for plural within the same network and constructing virtual routers using VRRP, without performing transmission within a transmission interval of an advertisement packet set to one physical port normally, by transmitting the advertisement packet for each VLAN at the transmission interval, a transmission cycle of the advertisement packet is prolonged.
