PROBLEM TO BE SOLVED: To provide a charge controller which can perform the charge control of a secondary battery with high accuracy by cancelling the influence, etc., of stress generated in mounting an IC to a package or a circuit board. SOLUTION: This charge controller 3 has first and second fully charged state detecting circuits 31 and 34 which detect full charge, based on the charging voltage and charging current of the secondary battery 2, a control circuit 35 which controls power supply to the secondary battery 2, according to the output of each detection circuit 31 and 34, a memory 37 which stores control information inputted from the outside in a non-volatile state, a variable DC voltage source 32 which sets the fully charged detection level of each detection circuit 31 and 34, according to control information read out of the memory 37, and an offset circuit 36.
