METHOD FOR ENCODING VIDEO SIGNALS AND ENCODER

PURPOSE: A method for encoding video signals and an encoder are provided to reduce decoded data of an object by dividing objects by modes. CONSTITUTION: A rearranging unit(10) rearranges and outputs frame sequence. An object image forming unit(20) extracts object information of the rearranged original frame. An object mode deciding unit(30) decides four object modes by diving objects of a previous frame and a current frame into a new object, a lost object, a small object, and a large object. A frame analyzing unit(40) subdivides each object into an uncovered region, a background, a motion compensation region, and a motion failure region for outputting a class mask, and forward and backward motion information. A signal encoding unit(50) encodes the selected backward motion information having the high efficiency. An encoder control unit(60) controls an amount of signal-coded information. A signal decoding unit(70) reproduces the background and the frame. A memory(80) stores reproduced frame information. A buffer(90) transmits the encoded bit sequence to meet an allowed data rate.
