PROBLEM TO BE SOLVED: To reduce loss of packet transmission to communication terminal equipment at the time of handover.

SOLUTION: A detection part 112 detects that the handover is to be completed and reports it to a high-order layer processing part 113. In the case of receiving the report of handover completion, the high-order layer processing part 113 outputs a request of an agent advertisement message to a transmission part 114. The transmission part 114 transmits the request off the agent advertisement message and data outputted from the high-order layer processing part 113 as radio signals. In the case of receiving the request of the agent advertisement message, the high-order layer processing part 132 prepares the agent advertisement message and outputs it to the transmission part 134. The high- order layer processing part 113 prepares a position registration message including an IP address of a present station and the IP address of a base station device performing communication after the handover and outputs it to the transmission part 114.
