PURPOSE: An interleaving apparatus for symbol mapping in a high-speed packet mobile communication system and a method for the same are provided to improve the reliability of transmitted data bits by using a symbol mapping method for assigning differently the reliability to the transmitting data bits according to the magnitude of data bits. CONSTITUTION: An available region of a buffer is divided into the first recording region and the second recording region according to a ratio between bits of the primary magnitude and bits of the secondary magnitude. The bits of the primary magnitude are sequentially stored into the first recording region. The bits of the secondary magnitude are sequentially stored into the second recording region. The available region of the buffer is divided into the first reading region and the second reading region. The encoding bits are read from the reading region and the second reading region according to the same ratio.
