PROBLEM TO BE SOLVED: To efficiently manufacture a prefabricated type heating panel. SOLUTION: An insulation sheet 6 is placed on a back surface of a top plate part of an outline body 1 comprising a metal plate composed of the top plate part 1a of a rectangular form, and engagement parts 1b and 1c having an L-shaped cross section provided at both edges in a length direction of the top plate part to form bag-shaped engagement parts 7 and 7a. A surface heating element 5 is disposed to a center part of the insulation sheet, and both edge parts of a heat insulating plate 2 formed in such size as to be engaged and supported by the bag-shaped engagement parts 7 and 7a are engaged with the bag-shaped engagement parts 7 and 7a to slip in from one end to the other end. The surface heat generating element 5 or the like is thus fixed to a back surface of the top plate part 1a by this heat insulating plate 2 in this method for manufacturing a heating panel.
