PROBLEM TO BE SOLVED: To provide a hot water type floor heating system, and floor material, in which the floor material can be efficiently and easily designed in accordance with a thermal load of a room, and in which heating environments can be favorably realized without causing low temperature burn. SOLUTION: This hot water type floor heating system comprises a hot water type floor heating panel and floor material on it. The floor material comprises upper material of a thickness d to form a floor surface, heat diffusing material of a thickness t, and lower material, laminated in this order and integrated with each other. The thickness d of the upper material and the thickness t of the heat diffusing material are set to satisfy expression (I): t≥a×d<SP>2</SP>+b (d: 0.01-12 mm; t: 30-1000μm), obtained based on coefficients a and b decided in accordance with the panel of a prescribed maximum surface temperature°C. As the floor surface heated by the panel of a desired surface temperature employed is closed by a human body, the human body surface temperature is 42°C or less at a contact surface with the floor in this constitution of the floor material.
