PURPOSE: A device is provided to inform the outside, especially the driver in a rear vehicle, of the speed change of a front vehicle while traveling. CONSTITUTION: A device comprises a speed sensor(100) outputting a signal about speed, a sensor generating a signal about a change state, a comparator(200) comparing changed speed to the reference value, an indicating unit(400) outputting a present average speed by a number, a relay(RL) operated by the signal of the sensor, and an emergency light flickered by the operation of the relay. The sensor equips a blocking unit intercepting a headlight and a taillight when RPM is zero. When speed ascends in a moment within the range of a regular time compared to the present speed, the device flicks the emergency light.
