PROBLEM TO BE SOLVED: To provide a transmission timing deciding method which can gather data efficiently from a plurality of devices different in transmission delay time and have the same transmission band, and to provide a communication device using it. SOLUTION: A terminal device T3 transmits data to a relay device R1 via a circuit L4 with timing s0, and a terminal T1 transmits data to a relay device R1 via a circuit L3 with timing s1, and a terminal T2 transmits data to a relay device R1 via a circuit L3 with timing s1. The relay device R1 measures the delay time of each data, sets the delay time for transmitting each data, and sets the delay time of DL1 for the data from the terminal device T1, that of DL2 for the data from the terminal device T2, and that of DL3 for the data from the terminal device T3, and multiplexes each data in a time division manner so that each data may be transmitted with timing s5, s6, and s7.
