The protection and strengthening cover consists of two synthetic-fiber fleece layers provided with foils consisting of flexible thermoplastic polyolefins with a high biaxial stretch capability. After the fleece layer is fixed to a container or tunnel wall, the fleece layer incorporating a sealing layer is joined to it by welding the contacting thermoplastic foils by means of heat and pressure.
