PURPOSE: An access method of a terminal is provided to use a value obtained by actually measuring cell loads of a reverse link, so as to effectively control power of an access signal when the terminal attempts access to a base station. CONSTITUTION: If a terminal attempts an access(S10), a base station decides whether information on a reverse link load value(EACH_INTERF_CORR) is smaller than a threshold(ACC_LIM)(S11). If so, the terminal attempts the access to the base station with initial transmission power by reflecting an interference correction value(S16). If the information on the reverse link load value(EACH_INTERF_CORR) is not smaller than the threshold(ACC_LIM), the terminal decides whether handoff is possible(S12). If so, the terminal attempts the access to another base station(S13). If impossible, the terminal decides whether a call that use tries to make is an emergency call(S14). If so, the terminal performs interference correction(S16). And if not an emergency call, the base station progresses to the step S11 after a predetermined delay time(S15). |
