The present invention relates to a system and method for issuing a card and processing a blacklist, using wireless communications. A financial/identification (ID) card for use in a mobile unit is issued, in which financial/ID card information is transmitted and stored in an internal memory or an external memory including a detachable IC chip such as a SIM, USIM, UIM, and EMV system, in the mobile unit and thus the mobile unit is used as a substitute for a plastic card. Also, when a suspension of use and a cancellation of registration occurs, blacklist (B/L) information is registered in the internal memory or external memory storing corresponding financial/ID card information using wireless communications, with a result that if the B/L information registration has been checked at the time of using the mobile unit in replace of a plastic card, a card transaction can be rejected.
