PURPOSE: A water-dispersible powder capable of effectively protecting against damage from disease and harmful insects by uniformly coating an agricultural active ingredient on a seed is provided, which can be continuously released for 2 to 3 month in a dry rice field and two months or more in a paddy field. CONSTITUTION: This powder comprises 1 to 75% by weight of an agricultural active ingredient, 1 to 20% by weight of an adhesive, 1 to 20% by weight of a surfactant, 0 to 20% by weight of other members used for a water-dispersible powder for treating a seed and the balance of a filler. The adhesive is selected from the group consisting of sodium polyacrylate, xanthan gum and sodium alginate.
