PURPOSE: A modulator for inspecting a liquid crystal display is provided to reduce driving voltage and improve characteristic of polymer dispersed liquid crystal. CONSTITUTION: A modulator for inspecting a liquid crystal display includes a substrate(65) on which a transparent electrode is provided with voltage, and a polymer is dispersed liquid crystal layer(67) formed between the substrate and a reflecting plate(69). The mixture ratio of polymer mixed with liquid crystal of the polymer dispersed liquid crystal is higher than 70%. The polymer is acryl resin.
