PURPOSE: A method for preparing photocatalyst is provided to decompose volatile organic compounds, NOx, SOx and dioxins by catalytic oxidation at an ordinary temperature under the atmospheric pressure, and an apparatus for removing volatile organic compounds using the same is provided. CONSTITUTION: The apparatus comprises a photocatalyst housing part for housing photocatalyst; a sunlight discharge lamp for collectively irradiating sunbeams having wavelength band of 253.7 nm and 184.9 nm onto the photocatalyst housing part; and a photocatalytic CO2 reduction filter for reducing CO2 produced by operation of the photocatalyst housing part and sunlight discharge lamp, wherein a principal constituent of the photocatalytic CO2 reduction filter is liquid phase lithium silicate, and multi-cyclone is installed in front of the apparatus for removing volatile organic compounds. The method for preparing photocatalyst comprises the steps of preparing a support; spraying plasma onto the support; injecting photocatalytic powder into the plasma; and cooling the support, wherein the plasma is a mixed gas plasma in which Ar and H2 are mixed in a ratio of 4:1.
