PURPOSE: A DSRC(Dedicated Short Range Communication)-based RSE(Road Side Equipment) system is provided to offer a protocol stack which can perform initialization of every communication with car terminals, manage information on car terminals, perform a setup function from a local server, and effectively manage the car terminals. CONSTITUTION: An RM process(110) of an RM layer(100) communicates with a local server through a higher TCP/IP API and also communicates with a lower L7 layer(40) to prepare an initial transaction with on-board devices of a car which passes a communication region of a road side equipment. In addition, the RM process(110) generates a memory control message for an OBE(On Board Equipment) according to a request of the local server, transfers it to a lower L7 layer(40), and when the RM process(110) receives data stored in a memory of the OBE from the L7 layer(40), it analyzes the data, extracts only the requested data, and transfers it to the local server. An L7 layer includes an I_KE process(41), a B_KE process(42) and a T_KE process(43). The I_KE process(41) performs a communication initialization at a level of an application layer. The B_KE process(42) performs a function or multiple application function, or performs collecting, broadcasting and searching data on several on-board devices of cars. The T_KE process(43) transfers an APDU(Application Protocol Data Unit) to a peer entity of a corresponding system. An LLC process(31) starts transmission or reception of PDU(Protocol Data Unit), controls a logical flow of data, interprets received command PDU and generates a suitable response PDU, and controls and restores error in the LLC layer(30).
