PURPOSE: A cosmetic composition containing a functional component with a whitening action is provided which is stabilized by dissolving an unstable functional material in a solvent, encapsulating with a cross-linked acrylic powder and then surface-treating with a hydrophobic polymer. Therefore, the composition permits a sustained release of encapsulated skin whitening components and consequently prevents discoloration or the like even stored for a long period of time. CONSTITUTION: A powdered cosmetic composition is characterized by comprising 1.0 to 10.0% by weight of a whitening component, based on the final cosmetic composition, wherein the whitening component is one or more selected from the group consisting of arbutin, kojic acid, vitamin C and a derivative thereof, Glycyrrhizae Radix extract, Ramulus mori extract, ethylascorbyl ether and magnesium ascorbyl phosphate.
