PROBLEM TO BE SOLVED: To eliminate the collapse of a hole wall by reducing sludge and the amount of a hardening material included in the sludge, and minimizing the diameter of a drilled hole. SOLUTION: A hardening material is injected from a lower discharge port 3 at the pressure of 10-40 MPa. A discharge accelerating member in the state of projecting from the outer peripheral surface of a rod at least during ground improvement work is provided in the upper position of an upper discharge port 4 or in a range including the upper position to accelerate the discharge of cutting slime onto the ground side by high pressure water. A discharge restraining member 7 accommodated in the state of substantially not projecting from the outer peripheral surface of the rod when inserted into the ground and put in the state of projecting from the outer peripheral surface of the rod during ground improvement work is provided in the upper position of the lower discharge port 3 or in a range including the upper position to restrain the discharge of a mixed material of the hardening material and the ground onto the ground.
