PROBLEM TO BE SOLVED: To enable a seal opening tape to be rigidly adhered to an outer sheet part when a surface of the packaging sheet is formed by a fibrous structure. SOLUTION: A packaging sheet 10 for use in packaging an absorptive item such as a sanitary napkin or the like is formed by a nonwoven fabric. A surface 18a of the packaging sheet 10 is pressurized and heated at a fixing region 31 between the surface 18a of the packaging sheet 10 positioned outside an overlapped part 29 and a fixing part 30a of a tape 30 so as to cause the surface of the nonwoven fabric to be smooth. Thus, the fixing part 30a of the tape 30 is rigidly adhered to the surface 18a. When the tape 30 is peeled off, the packaging sheet 10 is lifted up and the seal can be opened positively.
