PROBLEM TO BE SOLVED: To provide a hydrothermal reactor equipped with a neutralization quenching device of a type capable of being directly connected to the reactor. SOLUTION: The hydrothermal reactor is constituted so as to mix the fluid to be treated, which is allowed to flow in a third pipe 72 from the lower end opening part 54a of a fluid-to-be-treated outflow pipe 54, the cooling water, which is allowed to flow in the third pipe 72 from the outside of the neutralization quenching device 64 through a second annular part 84 and the gap 72a between the fluid-to-be-treated outflow pipe 54 and the third pipe 72, and a neutralizing liquid, which is allowed to flow in a fourth pipe 74 and the third pipe 72 successively from the outside of the neutralization quenching device 64, in the third pipe 72 while allowing pressure balancing air to be present in a first annular part 82 by the neutralization quenching device 64. Succeedingly, the fluid to be treated is allowed to flow out to the outside of the neutralization quenching device 64 from a nozzle 92 while neutralized and quenched in a third annular part 88 by the action of a static mixer 90.
