PROBLEM TO BE SOLVED: To provide a matte powder coating material that has excellent smoothness and processability. SOLUTION: This thermosetting matte powder coating material contains (A) a polyester resin that is constituted with aromatic and/or alicyclic polycarboxylic components and polyhydric alcohol components, has 5-300 mgKOH/g hydroxy group value, 5-200 mgKOH/g acid value, 400-20,000 number- average molecular weight and 30-140°C softening point, (B) an epoxy-bearing acrylic resin including an epoxy-bearing acrylic ester monomer as an essential component, (C) a blocked polyisocyanate, (D) a compound reactive with epoxy group and excluding dicarboxylic acids, (E) a hydroxy group-bearing rubber composite resin particle having a rubber-like polymer as the core layer and a vinyl polymer as the shell layer, as the components for the thermosetting resin.
