PROBLEM TO BE SOLVED: To uniformly melt snow on the whole road surface with a minimum required spray quantity. SOLUTION: When a moving means (a vehicle) 50 travels on a snow-covered road, an infrared camera 10 photographs the place distribution of snow surface temperature lowered by a snow melting agent, as a temperature pattern 70 and sends it to a discriminating device 20. The discriminating device 20 examines the uniformity of the temperature pattern by places on the basis of the temperature pattern 70, originates data showing how it is not uniform when there is nonuniformity, and sends the data to a control device 30. On the basis of the data from the discriminating device 20, the control device 30 creates a spray control signal which is instructions for controlling a spraying device 40 to maintain the uniformity of the temperature pattern by places, and sends the signal to the spraying device 40. The spraying device 40 makes the optimum adjustment of the throttle of a nozzle 41 and the optimum adjustment of snow melting agent discharge direction of the nozzle 41 on the basis of the spray control signal to spray the snow melting agent on the road surface.
